Indeed, this is a must. An usage example would be saving money for a few months (lower budget) to buy a expensive item further ahead (higher budget). This would allow better planning.
It would be nice to just copy the budget from the last month (in case there is no change) and modify if necessary. Also, a “you haven't defined you monthly budget” warning would be appreciated.

Monthly budget may fluctuate for many owing to any additional income or any deduction. The budget we fix on monthly basis even categorywise should be freezed for the past month. And editable for current month.
